Sure 29 Al-'Ankabut (The Spider), vers 21

1. يُعَذِّبُ مَنْ يَشَاءُ وَيَرْحَمُ مَنْ يَشَاءُ ۖ وَإِلَيْهِ تُقْلَبُونَ

   He punishes whom He wills and has mercy upon whom He wills, and to Him you will be returned.
