Sure 11 Hud, vers 117

وَمَا كَانَ رَبُّكَ لِيُهْلِكَ الْقُرَىٰ بِظُلْمٍ وَأَهْلُهَا مُصْلِحُونَ
And your Lord would not have destroyed the cities unjustly while their people were reformers.
11:117
